Nasty surprise

When I cut this cloning of Myrio cv. Fukuryu hakuj-yo I found it empty. Time ago I happened even with a clloning of Pelecyphora strobiliformis. The plant is healthy but it is empty. What might be?

hello,
they are flower buds that turn into offsets. many times they are empty inside but if you cut on the upper part you will have a 5 mm plant that is ok. We did many grafts and they attacked well.
